How consuming is addiction?

It's important to remember that people can die from addiction. This can be suddenly - as from an overdose of heroin - or slowly, for example, from cancer in later years brought on by smoking.    A scheme was trialled in Middlesbrough where if people are arrested for certain crimes, they are forced to take a drug test. If they fail they are forced to go and see a drug counsellor. In 2004, this scheme was expanded to cover Hartlepool and Stockton.

   How does it work?

   If somebody is arrested for an offence that suggests you might be a drug user like theft, burglary or drug related crimes themselves, then the offender will have to take a drug test at the police station. Anything that makes the police think that the offender uses drugs means they can force them to take a test and refusing this test is a criminal offence.

   The test takes about ten minutes and will show up opiates like heroin, cocaine and crack cocaine. From April, if someone fails the test in Middlesbrough they will be forced to meet a drug counsellor. Refusing another test is also a criminal offence. 

   Eight to ten people a day are tested in Middlesbrough alone. When the test was first trialled in Middlesbrough 48% of people tested positive. That is now down to about 39%.

   But where this scheme has worked, according to the figures, the amount of re-offending is down. People who have been on this treatment scheme for six months are committing 33% fewer crimes than they did before they began.
